Alternative Dispute Resolution Office

The FEC established the Alternative Dispute Resolution Office (ADRO) to provide parties in enforcement actions with an alternative method for resolving complaints that have been filed against them, as well to address issues identified by the Reports Analysis Division, or in the course of an FEC audit. The program is designed to promote compliance with the federal campaign finance law and Commission regulations, and to reduce the cost of processing complaints by encouraging settlements outside the agency's normal enforcement track.

Ms. Roche joined the Commission in May 2010 to serve as Assistant Director of the ADRO. She is a member of the New Jersey Bar and practiced law in that state prior to joining the Commission. She is a certified mediator who served in court-annexed settings, government agencies, and educational institutions. She previously worked for the Rhode Island Supreme Court's appellate mediation program. She is a graduate of Roger Williams University School of Law and a cum laude graduate of Villanova University with a B.A. in Psychology.
