Office of the Chief Financial Officer

The Office of the Chief Financial Officer has leadership responsibility for all finance functions, including contracting, accounting and budgeting.

John Quinlan, Chief Financial Officer

Photo of John Quinlan John Quinlan serves as the Federal Election Commission’s (FEC) Chief Financial Officer. In this position, he oversees the FEC’s finances, including development of its budget, accounting activities and procurement. Prior to joining the FEC, John served as Deputy Chief Financial Officer at the First Responder Network Authority. In this role, he directed development of a multi-billion dollar self-funding business model to deploy the nationwide public safety broadband network through a public-private partnership with AT&T. He also worked at the Office of Management and Budget (OMB), where he supported the appropriations, regulatory development and legislative processes. While at OMB, he led and supported efforts to help American businesses by making additional wireless spectrum available, encouraging small business growth and promoting efficient government operations. John holds a Bachelor’s degree in economics and political science from the University of Washington and Master’s degree in Public Policy from Johns Hopkins University.
